Irene Caesar, Ph.D., is a Russian-American scientist, a Founder and President of the US revolutionary Biotech Startup Wave Genome LLC  (from July 2009) (wavegenome.com), which develops the Quantum Leap technology of Laser Polarized Bioholography based upon Dr. Irene Caesar’s Fundamental Theory of Wave Optics in Chromosomes; Founder and Director of the Scythian Museum – the one and only Museum in the world devoted to the Scythian-Sak Heritage, first of all, the RAssian Sak, Anglo-Sax and German Saxon. Dr. Irene Caesar is also a philosopher and analyst, who, as a contributing monthly editor, publishes her analytical articles on geopolitics in every issue of the largest glossy Indian Magazine “Socialist Factor” (Uttar Pradesh and London). Dr. Irene Caesar is also  known as a conceptual artist; Colonel of the International Irkutsk Cossack/Kazak Military; Ataman of the Cossack/Kazak Embassy in the US, awarded the Medal “For Faith and Service to Russia” (January 2015); co-founder of the Matrix City Consortium with the Institute for National Security in Moscow (2012) (thematrixcity.com), and Co-Founder of the Kazak-TV (cassak.tv) Information Agency (2015) (kassak.tv).

Irene Caesar, Ph.D. is the creator of the theory and project of Matrix Cities for building self-sufficient cities as unified information-wave matrices with application of information-wave technology of the quantum leap – the most advanced technology in the world for the remote control over biosystems, climate and geophysical processes, and quantum laser-based genetic engineering. Caesar presented her Matrix City theory and project as a public lecture at the Harriman Institute at Columbia University (September 2012).

Irene Caesar formulated a new principle of globalization – the Holographic Principle, applying the fundamental principle of quantum physics to social philosophy. The Holographic Principle implies the multi-polar world, consisting of sovereign self-sufficient states all having their own, independent and unlimited access to energy and resources through the process of transmutation from the quantum vacuum.

Irene Caesar is a co-founder of the Consortium “Matrix City” with the Institute for National Security in Moscow in July 2012, and became President at Wave Genome in 2010.

Irene Caesar co-authored with Krasnoyarsk Scientific Group the theory and project of “Quantum internet” for the remote control over biosystems (July 2013).

Irene Caesar is a founder of the Society for Protecting Negroid Israel (2014).

Создатель Концептуальной Научно-практической разработки “Город Матрица” по строительству самодостаточных городов как единых информационно-волновых матриц с применением информационно-волновой технологии квантового скачка – самой передовой технологии в мире для дистанционного контроля над биосистемами, климатом и геофизическими процессами, и для квантовой, основанной на лазерах, генной инженерии. Цезарь представила теорию матричных городов в своей Публичной Лекции в Институте Гарримана Колумбийского Университета (сентябрь 2012 г.).

Сформулировала новый принцип глобализации – голографический принцип, применив к социальной философии фундаментальный принцип квантовой физики. Голографический принцип предполагает многополярный мир, состоящий из суверенных самодостаточных государств, которые каждое имеет свой собственный, независимый и неограниченный доступ к энергии и ресурсам через процесс трансмутации из квантового вакуума.
